The town of Topanga has strategically placed its school along the main road such that evacuation can be easy in case of an emergency. Similarly, there are no hospitals or senior care centers within Topanga, likely due to the dangers of evacuation.

The Topanga Town Council is aware of the danger daily, and is ready to escape. Residents are assigned tactical zones, as well as access cards to help escape as fast as possible in the case of an emergency
